WHO and Ministry of Health of Viet Nam launch new Cooperation Programme 2018-19

Today, the Ministry of Health of Viet Nam, together with the World Health Organization in Viet Nam, launch their Health Cooperation Programme for the period 2018-19.

Under the new plan, WHO and the Ministry of Health will work side-by-side to strengthen the capacity of the health system to deliver quality and equitable health services, especially to the poor and vulnerable groups; to respond to the burden of communicable and non-communicable diseases and other public health threats; to provide quality services at the grassroots level; to enhance efficiency and effectiveness in health financing; and strengthen regulations for pharmaceuticals, vaccines and medical products to ensure better access to essential medicines and health technologies.

Viet Nam’s disease burden is changing and recently increasingly characterized by non-communicable diseases (NCDs). NCDs are now estimated to account for 73% of the total deaths while the proportion of elderly population aged 60 years and older reached 10% in 2014.

At the same time, child malnutrition, especially stunting, maternal deaths and neonatal death continue to disproportionately affect the most vulnerable segments of the population. In addition, communicable diseases continue to be a problem, and emerging and re-emerging infectious diseases pose a threat to the health security of Viet Nam.

Ensuring universal health coverage is one of the priority areas of the Government of Viet Nam to address current health issues in country. With the aforementioned objectives, the Health Cooperation Programme will provide the support needed for Viet Nam to overcome these health challenges.

The Programme will be implemented from January 2018 to December 2019, with the estimated budget of USD 21 million (equivalent to VND 489 billion).

Nearly 200 representatives from units/organizations of the Government, the Ministry of Health, WHO office and other UN agencies in Viet Nam and 48 implementing partners joined the launching ceremony.

The Health Cooperation programme is fully aligned to the Plan for People's Health Protection, Care and Improvement in the Period of 2016-2020 of the Government of Viet Nam and the UN One Strategic Plan 2017-2021.
