Regional Green Light Committee (rGLC) Western Pacific
In response to the need for scaling up the programmatic management of drug resistant tuberculosis (PMDT) in the WHO Western Pacific Region, and following the endorsements of the 20th Stop TB Partnership Coordinating Board meeting (April 2011) and the WHO TB Strategic Technical Advisory Group (June 2011), the regional GLC Western Pacific (rGLC WPR) was established. rGLC WPR functions as an advisory committee to the WHO Regional Office for the Western Pacific, to WHO’s Member States in the Western Pacific Region, as well as to donors and partners. The Secretariat of the rGLC WPR is being hosted by the WHO Regional Office for the Western Pacific.
Terms of Reference
- Review and provide inputs to regional strategies and/or action plans for PMDT scale-up
- Review and analyze GLC monitoring mission reports and surveillance data
- Identify programmatic issues that need to be addressed and recommend actions, including the provision of technical assistance and prioritization of resources
- Monitor scale-up progress - Programmes that have gone through this process will be considered “GLC Reviewed Programmes”
- Provide an opinion to donors/funding agencies on their request on country PMDT scale-up plans and the subsequent TA needs addressing identified gaps, via the gGLC Secretariat
- Oversee the provision of supportive monitoring missions and technical assistance missions to countries
- Liaise with the Global GLC (gGLC) and exchange information on plans of rGLC activities, seek inputs and advice as and when required, and inform the gGLC of technical and political issues relevant to TB and MDR-TB prevention and control
- In collaboration with WHO Regional Office and Partners, to convene advocacy efforts for PMDT scale up, access to and rational use of quality medicines, and coordinate and report on progress related to data collection in respective regions
rGLC structure and membership
The rGLC is currently composed of 9 members. In addition to the above terms of reference, the rGLC is expected to bring greater involvement of key national and international partners in the scale-up of MDR-TB services and care. The selection of members was conducted by a committee convened by the Stop TB Partnership (STP) and the World Health Organization. Their choice of members was reached through consensus based on an equitable distribution of experts across technical areas and constituencies. The first rGLC members have been selected for a term of 2 years (June 2011 – 2013).
