Call for applications for members to serve on “The Green Light Committee for WHO Western Pacific Region (GLC Western Pacific)” 2011-2013.

In response to the need for scaling up the programmatic management of drug resistant tuberculosis in the WHO Western Pacific Region, and following the decision of the 20th Stop TB Partnership Coordinating Board meeting (31 March – 01 April 2011), the Green Light Committee is establishing a GLC Western Pacific.  GLC Western Pacific will function as an advisory committee to the WHO Regional Office for the Western Pacific, to WHO’s Member States in the Pacific region, as well as donors and partners. The Secretariat of the GLC Western Pacific will be hosted by the WHO Regional Office for the Western Pacific.

The Stop TB Partnership and WHO Regional Office for the Western Pacific hereby announce the Call for Applications for members to serve on the GLC Western Pacific.  Members of GLC Western Pacific are expected to serve a term of two years, from July 2011 to June 2013 with the following Terms of Reference:

  • Review and provide inputs to the regional strategies and/or action plans for scale up of programmatic management of drug-resistant TB (PMDT);
  • Review and analyze GLC monitoring mission reports and surveillance data;
  • Provide an opinion to donors/funding agencies on their request on country PMDT scale-up plans and the subsequent technical assistance needs addressing identified gaps, via the global GLC secretariat (gGLC) Secretariat;
  • Oversee the provision of supportive monitoring missions and technical assistance missions to countries;
  •  Liaise with the gGLC and exchange information on plans of the GLC Western Pacific's activities, seek inputs and advice as and when required, and inform the gGLC of technical and political issues relevant to TB and MDR-TB prevention and control.
  • In collaboration with WHO Regional Office and Partners, to convene advocacy efforts for PMDT scale up, access to and rational use of quality medicines, and coordinate and report on progress related to data collection in respective regions.

The selection of members will be conducted by a committee convened by the Stop TB Partnership (STP) and the World Health Organization. Their choice of members will be reached through consensus and be based on an equitable distribution of experts across technical areas and constituencies.  Given that this is a regional entity, experts from or with extensive experience in the Western Pacific region are strongly encouraged to apply.  

Members are being sought who have expertise in at least two of the following essential technical areas:

1. Technical areas (focused on drug-resistant TB)

  • Programmatic Management of drug resistant tuberculosis
  • Clinical experience with drug resistant tuberculosis (DR – TB) including paediatric and HIV-infected patients
  • Patient support, nursing care and case holding strategies 
  • Drug management
  • TB Laboratory
  • TB Infection control
  • Epidemiology and surveillance, and information systems
  • Communication and Advocacy
  • Developing and/or reviewing PMDT scale-up plans

Members should also represent at least one of the following constituencies:

  • Technical/implementing agencies and partners
  • Civil Society Organizations /patient representatives
  • Private sector health care providers
  • Academia and research institutions
  • Bilateral development agencies
  • Member States health authorities involved in MDR-TB prevention and control

3. Experience:

Essential:

  • A minimum of five years of working with drug resistant tuberculosis at national and/or international levels;
  • Three to five years of practical experience in implementing and/or advising on key areas of drug resistant TB prevention and control particularly in the high TB priority countries in the WHO Western Pacific Region;
  • Experience with planning and monitoring the piloting and scaling up of PMDT

Desirable: Experience working with multi and bilateral development agencies active in the health sector.

4: Language:

Fluency in English is required.

Closing date of applications: 17 June 2011
Results of selection will be announced by 30 June 2011

How to apply for membership of GLC Western Pacific

Interested individuals are invited to send their applications, consisting of a CV and motivation letter expressing their interest and suitability for membership of GLC Western Pacific to the GLC Western Pacific Secretariat at . Applicants should emphasize relevant MDR-TB experience in their covering letter and highlight the area(s) of technical expertise and the constituencies that they would like to represent on the GLC Western Pacific. If an applicant is applying to represent a constituency, their application will be strengthened by evidence that they have backing from the respective constituency. Applications should be sent latest by 17 June 2011.

A minimum of two meetings of GLC Western Pacific will be held per year, depending on the availability of funds and issues to be discussed. Ad-hoc meetings via telephone /videoconference or in person, will be organized as and when required. While serving on this advisory committee, members will not be paid for their committee work. However, where a member may not be remunerated by their institutions for the time spent on the committee activities or are independent agents, the WHO/ Western Pacific Secretariat will explore possibilities to provide an honorarium in recognition of work undertaken for the benefit of Member States, TB affected people and their commitment to GLC Western Pacific.

Members will serve for a term of two years, renewable for a further consecutive term, based on criteria outlined in the standard operating procedures. Because this is a pilot phase for GLC Western Pacific, it is as of yet unknown what the time commitment will be for members, however given the importance of the mandate, members are expected to dedicate the time required.
