A Tool to Assist Implementation of the International Health Regulations through Law by Mrs Josephine Cooper
The document "A Tool to Assist Implementation of the International Health Regulation through Law" includes a checklist that identifies the IHR (2005) requirements that apply both to State Parties and their competent authorities. These need to be evaluated in a local context to determine whether legislation is needed or not and, if so, whether current legislation is adequate or requires amendment.
The checklist has the further potential of being the basis of a model International Health Regulations (2005) (Adoption and Implementation) Act in which it could be provided that such an Adoption and Implementation Act prevails over previously enacted domestic laws to the extent of any inconsistency should the ideal of specific amendment of all existing affected laws not be feasible within required time-frames.
