Technical Briefs for Achieving the Meduim Term Health Care Financing Strategic Targets in the WHO Western Pacific Region
The WHO Interregional Meeting on the Implementation of the Strategy on Health Care Financing for Countries in the Western Pacific and South-East Asia Regions was held in Ulaanbaatar, Mongolia, from 28 to 31 August 2006. The meeting was attended by 39 national experts from 17 countries across WHO regions, together with WHO health financing experts from WHO Headquarters and the WHO Regional Offices for the Eastern Mediterranean, Europe, South-East Asia and the Western Pacific. Observers from the Ministry of Health of Mongolia and experts from international agencies, such as the Asian Development Bank (ADB), Health Care for the Poor (HEMA), the Japan International Corporation of Welfare Services (JICWELS), GTZ (the German Development Agency), the Organisation for Economic Cooperation and Development (OECD) Regional Centre in the Republic of Korea; and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), participated and contributed to the discussion and outcome of the meeting.
The meeting discussed WHO health care financing policies and strategies from global, regional and national perspectives by sharing country-specific health care financing reforms, challenges and experiences. The meeting developed a strategic action framework to ensure adequate and sustainable health care financing resources; reduce out-of-pocket health expenditures and remove financial barriers to seeking care; and improve the efficiency and effectiveness of health care financing.
