Harm reduction is a comprehensive package of policies and programmes to reduce the adverse health, social and economic consequences of mood altering substances to individuals, drug users, their families and their communities.
The Biregional Strategy for Harm Reduction 2005 - 2009 draws on international good practice and regional experience to develop a strategy for Asia and the Pacific and elaborating on the contributions of the World Health Organization regional and country offices to support these efforts.
