WHO Representative in Papua New Guinea

Dr Luo Dapeng has been working as WHO Representative in Papua New Guinea from June 2017, after more than 15 years of services for the World Health Organization.

Prior to his appointment as WR of Papua New Guinea, Dr Luo was epidemiologist in Lao PDR where he coordinated health emergency and all communicable disease programme from 2013 to May 2017. From 2007 to 2012, Dr Luo was medical officer on communicable diseases in Mongolia and also supported health system reform. From 2003 to 2006, he worked as malariologist in Papua New Guinea, and supported the national malaria and other vector-borne disease control programme. In 2002, Dr Luo Joint the WHO Mediterranean Centre for Vulnerability Reduction in Tunis, where he mainly worked in Tunisia and Mali.

From 2000 to 2001, he worked as adviser for Asian Development Bank in Indonesia and advised country’s communicable disease control programme, particularly on malaria, other vector-borne diseases and vaccine preventable diseases.

Before his international career, Dr Luo worked with Chinese national malaria control programme at the field level. He led a field team for falciparum malaria elimination in south Henan province, China over ten years.

Dr Luo has had intensive experience on communicable disease prevention and control, country capacity building for health security, and health system strengthening particularly at primary health care level and in providing leadership in managing complex emergency and coordinating humanitarian health response. During the recent Ebola epidemic response in West Africa, Dr Luo was deployed to lead a WHO team and coordinated Ebola response in one hot spot in Sierra Leone and contributed to the containment of the diseases in the country.

Dr Luo obtained Medical Degree in China and was trained on Medical Parasitology and Entomology in the Chinese Academy of Preventive Medicine, took up his Master of Science Degree (MSc) in Epidemiology and Doctor of Philosophy (PhD) at the London School of Hygiene and Tropical Medicine, the University of London in United Kingdom.

Dr Luo is a Chinese National, married with two children.
