Summary

An Agreement for the Performance of Work (APW was contracted with Swiss Tropical Institute to support for finalizing the costing methodology for water supply and sanitation interventions. The terms of reference are: 1) to contribute to the finalization of the costing questionnaires thought pilot testing in the Philippines: a) to review the current draft costing questionnaires and manual produced by the University of Geneva, and provide initial feedback for finalisation of questionnaires ready for pilot testing; b) to help guide the process of testing the questionnaires in the Philippines through local experts; c) to obtain feedback from the local experts on the pilot test experience, in terms of gaps in the questionnaire, practical issues in questionnaire use; d) to provide comprehensive feedback through a report to WHO and to help WHO finalize the conceptual framework and costing questionnaire; 2) to plan the next phase of the economic evaluation study in the Philippines: a) to put together a short proposal for the conduct of the full economic evaluation in the Philippines, including study aims and scope, study methodology and planning, etc.; b) to identify the most appropriate local partners for implementation of the full economic evaluation, taking into account the multiple types of expertise required for the task; c) to clarify budgets required and funding sources for involvement of local partners as well as for continued supervision from outside the Philippines; d) to liaise with WHO Geneva and World Bank to ensure proposals are consistent with their own plans and with other country studies; e) to share drafts of the above (2.1, 2.2, 2.3) with WHO Philippines and WHO Geneva, and provide a final consultative draft for sgining of the next APW.
